I. Call to order: 11:20 AM
With all officers and 20+ members & guests present, Jim Collom convened
the meeting. The attendance of USPA Past President Paul Hough and USPA
Executive Director Jan Hoynacki was appreciatively acknowledged. John
Oakland signed-up as AR01’s newest member. Additional agenda items were
called for and addressed as they occurred.
II. Reports
<> Reports were heard from various members of AR01 about the vital role
our Chapter played in the orchestration of Holleyfest 2003. Also discussed
was the tumultuous cascade of “carry over” actions required of AR01
members during Holleyfest, due to inclement weather.
<> By acclamation, all agreed that the AR01 meeting scheduled to take
place during Holleyfest did in fact convene on Friday, September 12, at
8am and, with recesses from time to time, adjourned on Sunday, September
14, at 4pm, with certain items of business to be concluded during this
(Nov. 22) regular AR01 meeting.
<> Minutes of the May 17,
2003, AR01 Meeting were approved as read.
<> Joe Marshall offered up another “fun filled” accounting of our
treasury, recounting the continuing saga of bank printing errors and
inappropriate charges which had, at one point, theoretically reduced our
balance to less than zero. even though we've not yet written a check. Joe
recounted how after he’d finally gotten the whole mess straightened out…
Surprise! The bank had changed hands, meaning that all the checks and
related documentation would have to be printed all over again. Joking that
“we should charge the bank a surcharge for waste,” Joe said that the
banking-gurus had awarded us a special dispensation and would not be
charging us for requisite reprinting costs, all of which makes our
checking
account balance $159.15
<> Joe also noted that he’d
taken no action yet, re: getting AR01 chartered as a non-profit. Jan
Hoynacki apprised Joe that since AR01 is a designated Chapter of USPA,
this independent chartering action might not be necessary. Jan explained
that this is part of the benefit of being an official USPA
Chapter, and that USPA Director of By-Laws & Finance, Arnold “Zim”
Zimmerman, would be pleased to work with Joe to expedite the paperwork
process.
III. & IV. Old Business & New Business
<> Regarding the possible cell phone tower encroachment, which AR01 filed
a formal resolution of objection to with the FAA, Jim Collom reported that
he had been called to attend a Clinton City Council meeting on this
subject, but upon arriving had been informed that the meeting had been
cancelled, and that he had not heard another word since. It was however
noted that no construction of the proposed tower is evident and this was
taken as “good news.”
<> Jim’s report bridged into
a group discussion, led primarily by Jan Hoynacki, about efforts being
forwarded by USPA to work with representatives of local airports and
various zoning officials in the interest of adopting regulations pertinent
to “anything that effects the operation of airports.” She said that in
most places no such zoning protocol exists and that “FAA Part 77,” which
somewhat addresses this issue, “is worse than nothing” because of vague
language that “makes no sense.” Jan said that this lack of
procedural prowess works to the detriment of local airports as there is no
mandate to include their public service and commercial interests in the
overall community planning and development process. Thus too often airport
operators and airport based businesses are excluded from key
decision-making
processes, which results in avoidable (though predictable and preventable)
losses to the airport and the community it serves.
In light of this information, a consensus was reached that various members
of AR01, including Jim Collom and Joe Marshall, will look over the USPA
“model policy” and re-language it appropriately to meet local needs, thus
drafting a document suitable for adoption at either the county or state
level here in Arkansas. Also that when this draft document is ready for
AR01 member review and approval, Jim Collom shall call for a Special
Meeting. And that once such a document has gained formal AR01 approval,
that a process of educating various officials about the concerns and
importance of airports will be initiated to encourage implementation.
<> Joe Marshall reaffirmed his willingness to represent AR01 at the USPA
Board of Directors meeting scheduled for March 18/21 in Houston, Texas.
<> Ron Edwards moved with second by Greg Smith and unanimous support that
AR01 accept the Holley Mountain Properties, Inc. offer to sponsor AR01
advertising in America’s Flyways magazine.
<> Jan Hoynacki recounted the success of recent USPA Chapter organizing
efforts in Texas, prompted when a Gulf Coast FBO had their instrument
approaches unjustly “NOTAMed out of service.” Jan said that after
contacting USPA for help with getting this matter resolved, the Gulf
Coast Chapter of USPA was officially organized and instrument approach
path approval was reinstated by the FAA.
